Tishman Construction Selected for National Minority Business Award

(NEW YORK, NY) -- Tishman Construction Corporation (TCC) has been
selected to receive the "Outstanding Corporate Supplier Diversity Award"
from the National Minority Business Council, an organization that helps
minority, women and veteran-owned business enterprises (M/WBE).

The award is in recognition of Tishman Construction Corporation's
impressive efforts in 2009 to increase subcontracting opportunities
for M/WBE firms in the construction industry.

Recently, Tishman awarded more than $350 million to M/WBE firms
on construction projects, including two New York City skyscrapers.
This total includes $200 million in contracts on the Goldman Sachs
Headquarters project in Downtown Manhattan--the largest M/WBE project
in the state of New York--as well as $150 million on the Bank of America Tower
at One Bryant Park in midtown.

Since the 1960s, when Tishman pioneered its own
M/WBE program years before any government agency
required one, TCC's commitment to engaging the talents
and expertise of M/WBE firms has resulted in the award
and completion of contracts totaling many hundreds of
millions of dollars.

TCC's experience dates back to the 1960s when the firm built the original
World Trade Center complex for the Port Authority of New York & New Jersey,
a project that posed difficult labor challenges.

While oversight agencies then did not require specific goals for minority workers, Tishman proceeded to initiate its own program. The effort was successful and enabled Tishman to maintain a full schedule without any
loss of production time.

Unemployment among women who maintain families

For many, 2010 is not off to a great start

Unemployment among women who maintain families without the support of a spouse is at 13 percent
as of December 2009, the highest rate in more than 25 years, according to today's figures released by
the U.S.Bureau of Labor Statistics. That figure has grown by 0.8 percentage points since the IPolicy h
(September 2009) and 2.7 percentage points since January 2009. Their unemployment has nearly
doubled since the start of the recession in December 2007.

Women are currently 49.9 percent of nonfarm employees on payrolls. As more families, both dual
earner couples and single mother families, are increasingly relying on the earnings of women, greater
attention needs to be paid to pay equity. Women working full-time earned only 81 percent as much
as men who worked full-time in the third quarter of 2009.[1] These seasonally unadjusted data show
increases in married men's unemployment and decreases in married women's unemployment; the
seasonally adjusted data show a decrease in married men's unemployment from November to
December 2009 and little change for married women. (Seasonally adjusted unemployment data are
not available for women who maintain families.)

OFCCP Web Listening Series January 2010

On Monday, December 7, 2009, the Department of Labor issued its Semiannual Regulatory Agenda, announcing the Department’s anticipated regulatory activities and priorities for the upcoming year. Included in the Department’s Agenda are three regulatory activities from the Office of Federal Contract Compliance Programs (OFCCP).


OFCCP’s mission is to enforce three equal employment opportunity laws: Executive Order 11246, as amended (EO); Section 503 of the Rehabilitation Act of 1973, as amended (503); and the Vietnam Era Veterans’ Readjustment Assistance Act of 1974, as amended, 38 U.S.C. 4212 (VEVRAA). These laws prohibit federal contractors and subcontractors from discriminating on the bases of race, color, religion, sex, national origin, disability, and veteran status.


They also require affirmative action in employment by federal contractors and subcontractors. OFCCP accomplishes its mission by conducting compliance evaluations, investigating complaints filed, and hosting compliance assistance events for federal contractors and subcontractors.


In late 2010 and early 2011, OFCCP plans to publish a series of proposals that will seek to enhance the agency’s existing regulations and improve compliance with the laws that OFCCP enforces. To help inform the development of these proposals, OFCCP is seeking input from stakeholders.

Secretary Announces Green Jobs Grants

On Wednesday, January 6, Secretary Solis announced nearly $100 million in green jobs training grants, as authorized by the Recovery Act. The grants will support job training programs to help dislocated workers and others, including veterans, women, and minorities find jobs in expanding green industries. Approximately $28 million of the total funds will support projects in communities impacted by auto industry restructuring. “This announcement is part of the administration’s long-term commitment to fostering both immediate economic revitalization and a clean energy future,” said Secretary Solis. The grants are built on strategic partnerships — requiring labor and business to work together. The 25 projects selected, ranging from approximately $1.4 to $5 million, are located across the country.

ETA Rolls Out Green Jobs Community of Practice

The Department’s Employment & Training Administration (ETA) recently launched the Green Jobs Community of Practice (CoP). This on-line virtual community is available through ETA’s knowledge sharing and learning platform — Workforce3One.org. Green Jobs CoP will provide a platform for workforce professionals and leading green job experts to share promising practices, serve as a venue for providing technical assistance to ETA grant-funded programs, and provide a central point of communication.
